>>749647459I've explained it before in another but I might as well explain it here too the lack of full lobbies you get assuming you're already legendary isn't due to a lack of players its due to the performance based matchmaking this game uses. If you win enough races or finish top half consistently you'll always get full lobbies 99% of the time but if you lose or fill bottom half enough the start to give you bots with like 3 or 4 other real people until you win enough to put you back into real lobbies
