They decided to cut everything to only keep 1 route for part 2 which is Theodora one then copy pasted everything for the other lords.
It was clearly meant to have a route for 1 lord + 1 (side) lord Anatolia/Orchel/Talimun/Bertrand in part 2 but they went with just Theodora + Bertrand and sell the rest now

At some point budgets arent worth the payout. "Just finishing it" isnt something they can do for free. The biggest mistake they made was trying to pull it off in the first place. Near the end of part 1, they have events that aren't shown to us, Anatolia for exemple asks your ship when you play Theodora and goes on an adventure to the eastern desert, the same exact place on the map that has no utility in the base game except to make you waste turns.
This expansion pass will show you the events.
There was also a door in part 3 that was locked down in a cave somewhere else, maybe I had to bring Anatolia there to open it or it was just waiting for the dlc to unlock.

What I think happened is they had narratives for 8 characters, and chose to only focus on 4 for release.

It’s EXTREMELY tedious. I managed to find a used copy one week after the game released. I’m 70 hours in so far and I’m honestly thinking of just dropping it altogether. It’s way too fucking easy without maddening mode and the characters aren’t doing it for me. Dietrich’s route was the most tolerable, but still a slog.

Anatolia probably will have fortune telling but also a side-quest to reactivate all the teleporters in the other megaliths. Bertrand is scheduled arena fights either clashes or skirmishes that he can opt into on certain days, although if the story is set after the events of part 1 I can see challenges/tasks from mars being a thing. Orchel accessory upgrades and her main side-quest being finding all the missing trinkets of yu phas. Talimun is probably should have a ship alongside a trade option to send an NPC over to a town for X turns for gold and they come back with loot, I assume for his side-quests they might want to play up the adventurer side of his merchant-adventurer reputation.

It's not an ideal situation, but no, the game isn't irredeemably bad or even bad in general. what's on display is very high quality, and I like it enough that I want to them to see it through. So yes, if paying $35 is what it takes to see the rest, I'd pay it. You are completely free not to do so.

The game is designed that Part 3 can be in progress, and when you complete the other Lords paths, it'll automatically merge the main flame lord, make new units spawn in Dagsion, and you can cheaply merge recruited units with Karma Shards (I was worried how limited it would be, but right now I have 5000 extra after buying EVERY boon).

HARD disagree. Divine Pulse + Weapon Arts + Wyvern Lord spam break the game even on Maddening. The difficulty is because of ambushes and reinforcements with random buffs, and so all the "strategy" is backloaded into boring avoidance games because the maps are all way too open to force organic engagements like Engage (or any old AW game, for that matter).
Not only are the story missions for FW a massive step up in rectifying these problems, but they introduce a decent amount of alternate objectives which change how you deal with the map.

It doesn't sound like they cynically cut 4 flame lords out of greed. There's 150+ hours of game here.
