It's too costly and mostly pointless, plus modern consoles aren't as far removed from PCs as they used to be. All modern emulators are extremely high-level, involving recompilation, compatibility layers and code translation, they just do it on the fly (mostly, I think RCPS3 does pre-runtime recompilation of some instructions while Switch emulators just recompile shaders). But the part that requires translating console API systems into Windows-compatible API systems is lifted from the emulators, as well as most understanding of how the original runtime works, so without an emulator and without borrowing large parts of code from it, these "recompilations" couldn't exist. It's why LA recomp shares the same flaws with Ryujinx forks and stutters like hell.
