And you realize: "Oh! They're referencing Quentin Tarantinos Reservoir Dogs! Cool!" If you walk past NPCs in 4 or 5 who are on the phone, they will have silly theme fitting conversations. Would the game be improved if you could run up to them and have them say any random shit? Not really. After the novelty wears off it'll be instantly boring and meaningless.
