I'm not sure but I think there was a thing where global range towers have a higher chance of making them dash forward or something.The easiest way to get them is with a 023 ice which can stun lock them, though after the first one you need camo somehow which can be tricky. Using 2 203 ice usually should work but is expensive, or just buy a decamo option. In impoppale the last 2 are white as well but getting a mib by then is easy enough.
