There is no situation where ME4 would be good. Even barring the obvious fact it would be disgustingly woke (American Marxism), without the Reapers there would be nothing compelling. Imagine Game of Thrones without the White Walkers or LOTR without Sauron or Harry Potter wothout Voldemort. The next Mass Effect game should simply have been a prequel and they could've made several standalone ones about the Krogan Rebellions, the Geth uprising, the Rachni Wars, and even set one during the First Contact War and let you experience the immediate aftermath.
