So that's why BioWare had this tendency to postpone projects for so many years until the "time is right" or basically until they can't finesse on the concepting anymore, because now they have to actually tell 100s of people what to do day after day, until the project ships, so there's no real room to second-guess anything in the story, and that's typically where bits of story ends up getting cut when they fall behind schedule, and that's where the story goes from being good to not really making sense. We saw a lot of this on Mass Effect 3, which had most concepting done because most assets already existed in ME2, and parts of the story almost wrote itself, so they estimated only 6 months for pre-production and then had 18 months to produce the full product, and a lot of shit had to get trimmed out, and then the whole "Citadel Takeover" part of the game ended up literally making no sense.
