Genuinely, how do people come up with the creativity to make these kinds of games? Do you build it like a muscle? I can barely come up with small stories, and even then, they come across as dull or tasteless.

engage with art. not only experimental and strange art, but typical and mundane art. you will discover the methods in which human experience and ideas are conveyed through art, which shall allow for you as an aspiring storyteller to determine when those methods are to be followed, inverted, or discarded entirely

Genuinely, people have 1, 2, maaaaaaybe 3 of these in them. You just throw everything you like, little bits stolen from anything that fits your fancy, at a mental conspiracy board and make connections until something coherent comes out. You just have to get granular about what you like and discerning and adventurous about how they can fit together.

I feel like people who make most creative things don't really do it with a purpose to be creative, they do it because they had some ideas tangled together in their mind and wanted to put them on paper. Having a big enough frame of reference, as in, large quantities of consumed media, is important to the process, but there also needs to be a certain amount of curiosity and appreciation towards it, to see it for more than just sum of its parts, and I don't think it's something you can train. Trying to force yourself to be creative, or engaging with art just to build up your library, seems like a good way to start hating everything you do and interact with.
There is a saying that inspiration is like a demon possessing you, wanting to be let out into material world.

Write down every idea you ever have, write down things that happen in your dreams. Save every piece of art or picture that you like. Keep things saved and archived at all times. Doesn't matter how messy or unorganized it all is. Refer back to it every once in a while, especially during different states of mind or emotions (substances may help but aren't needed). Your brain will naturally make connections across all these disconnected ideas that you previously haven't thought of. Don't force it either. Don't stare at your saved things and put effort into trying to make something unique out of it. If something doesn't spring to mind in 10 seconds, move on to the next set of ideas or images you have saved. It also sometimes helps to create a board or method in which you can freely randomize or move around your ideas or images in a dedicated space, this will allow you to place different ones close to each other and form new connections.

Now I say this like I have any experience with it but honestly this method doesn't work for me, I do other things. But I do know it works for many people struggling with creative blocks because it puts isolated ideas and images into a context where they're more likely to reinforce or tangle with one another.
