Phil wanted to cast as wide a net as possible. He wanted a low cost system (Series S) and Xbox Game Pass to have a lot of value. The Activision purchase was because Microsoft were sitting on cash they wanted to spend but they really should have invested gigantically into manufacturing components. They didn't value long-term strategy over buying a new toy. If Xbox and Consumer Electronics were integrated (they just did this a couple of months ago) then they may have pursued that instead. Anyway the new strategy for Xbox is to sell a more premium experience which means a smaller number of more technically impressive games they can sell at increased prices next gen. They don't need as many studios now, they just need a few large ones. Phil's biggest flaw was that he didn't push down and go smaller. Ninja Theory in particular was pure insanity.
