They're evidently quite good at it, as made evident by the fact their latest succession war saw both sides (who were both kings and queens of provincial shitholes) forge marriage alliances with far-flung foreigners and lead armies of whichever bumpkin locals they ruled over. And the fact Imperial society as depicted in Morrowind is visibly multicultural; literally every NPC in TES III who isn't a Dunmer or enslaved beastman is a cosmopolitan Imperial citizen who was given the right to settle Vvardenfell.

Dont get me wrong whoever mad them put a lot of effort into them, but aesthetically they clash super hard with base game assets (and by extension TR). They are usually too vibrant and the meshes are overly detailed; it takes away from morrowinds readability.
