In original game AFU was basically considered the extension of Soviet and Russian system and the western influence wasn't much better - mercenaries and foreign interests wanting to exploit Zone for their own gains. Politically Freedom always represented the more "Western" aligned factions and Duty the "Eastern" aligned factions within Ukrainian politics, but both were accused of just wanting to exploit Ukraine for their own gain. In 2007 Ukraine has only just had exited from Kuchma's presidency which made the country extremely corrupt and deeply fucked with Oligarchs gaining more and more power. Yuschenko's was a bit more hopeful, hence Call of Pripyat actually showing AFU in positive light but eventually he didn't really do that much and Ukraine remained in a status quo. After that there was Yanukovych who tried to turn Ukraine into Russian puppet state wholesale, dismantled the military and generally allowed for the whole Donbabwe, Luganda and Crimea situations to even happen which is what caused Ukraine to take a hard turn towards the west, EU and finally trying to unfuck the country with Poroshenko and the funny penis pianist. I will leave the more recent politics of that to /pol/ and the like but the point is that Ukraine of 2007 was a vastly different landscape politically even if you discount the Special Clown Circus so it's very understandable that the world they created back then seems so much different from what they probably believe now. I can only imagine they will slowly introduce some of that as the setting progresses though.
