Could this have been made on PS2?

Anything can be made on anything. But is it gonna be the same experience? Just check out the Wii version to give you an idea.

PS2 could barely run MGS2, do you think it could handle hundreds of zombies at the same time?

Demon Chaos for PS2 could handle 65,535 on screen at once.

Sure, there was a bit of trickery involved with making the vast majority of the models sprites, but the effect was still pretty great at the time, particularly on lower res screens. Necessity is an inventive mother.

Also, MGS2 ran at 60fps, pretty well last I checked.

They didn't even try to make the same game on the Wii, which had better hardware than the PS2.
They had to use the RE4 engine to make the next best thing.

no you would get the wii version

I don't think so. Too many enemies, even the 360 gets a bit slow here and there.

It really couldn't have. The game was made to take advantage of the new console at the time by doing something you couldn't do on sixth generation hardware.

What's disheartening is that since this game was released, games have been stagnating. Dead Rising still has better reflections than anything put out in the last ten years.

Examples? How impressive was the MT engine?

Yes, If it was made by competent and hardworking developers. I think everything besides the graphics could have been done. A most recent example of incredible developers was the Xbox 360 version of Titanfall, which used a modified version of Valve's Source engine(Half-Life 2, 2004). The developer had to do an insane amount of work to get the Xbox 360 version even running at 30 frames per second. Video if you're interested: https://www.youtube.com/watch?v=WFIt8rckp7Q

Re4 barely ran on PS2

According to Capcom, the character Leon was modeled with 10.000 polygons on the Gamecube, and on the PS2 the polygon count will be almost half of that number. By comparison, the Snake on Metal Gear Solid 3 has 4.000 polygons, 1.000 less than the PS2 RE4 Leon.

So many graphical effects are reduced in detail. Even more noticeably are the water, shadow, and fog effects, heat distortion/refraction effects in the castle's big lava room are also totally absent on PS2. as well as a reduced draw distance, missing many lighting effects, absence of all specular highlights and water effects needed to be re-designed (ripple with transparency, but a flat surface with no reflections), the barrels that Leon breaks throughout the game are missing a circular rim on the top compared to the GameCube, character model physics were also downgraded or completely removed due to the sacrificial and downgrading of model quality such as Ada's hair, Leon's back hair, Ashley's hair, boobs and Skirt being no longer animated as they were in the original GC game release.

Less enemies to save on memory and worse AI routines in general. Audio is completely muffled.
