When your meter is full you level up and get to pick between two perks. Then meter resets and you can level up a second time, and pick between two different perks.You do lose them when you switch heroes, I think a reason why they added perks in the first place is to give people another reason (along with ultimate charge) to NOT just counterpick the whole game.Like with everything Blizzard does, some perks are pretty mediocre while others are ridiculously OP.
