Because SEGA historically had the lion's share of SHMUPS and arcade game ports and had the best d-pad design on the market.There's a reason the market largely pivoted to the SEGA style pad and the Nintendo cross style pad is is a memory of the past, even Sony in its last gasps before the californification used a pseudo disc style pad for the Vita, AKA their only good D-pad.
