They did. It's called Ruffle. 99%+ of Flash content works fine on it these days. No one cares because every website moved onto HTML5 and every desktop program is a React web app in a wrapper. Small games moved to mobile platforms long before Flash ended support, and larger ones moved to Steam and Itch.io because those platforms actually make money.

That's not to say Flash games weren't meaningfully lucrative for certain platforms like Kongregate, Armor Games, Nitrome and Miniclip back in the day. They generated serviceable amount of income from ad revenue because people weren't blocking web ads en mass yet, and you could charge a reasonable fee because the space was in demand.
But we've mostly lost out on free, decent quality games without predatory monetization because that's not the state of things anymore.
