Real reason: They barely managed to get Kanto onto the cartridge and had to make a lot of sacrifices to get it done. Which meant cutting out locations and re-using textures. And because everything simply "being closed" would be weird some more drastic lore reasons had to be created.

How they excuse it: Kanto was already kinda of a menacing shithole in Gen 1 - Team Rocket being able to essentially occupy an entire city shows the complete lack of an actual police. There is no functional government. Meanwhile critical infrastructure like the power plant are and remain abandoned - you got a ghost infestation - a Safari Zone which isn't run very well - and the so called "Elite" of Pokemon trainers ends up being beaten by two kids - which either means you got two really exceptional trainers running for the top spot at the same time - or maybe the current elite are just kinda trash. The real answer is just adjusting for the longer campaign. GSC's "postgame" was treated more as a second half of the game than just extra shit to do after you've beaten it like in later games, and since it ends at around level 80 they had to lower Lance's levels a little bit.
Now why in GSC the gym leaders were so low level, I couldn't tell you, but considering this was fixed in HGSS I'm confident saying this was the design intention behind weakening Lance a bit.
Whether or not it was effective is up to the player. I personally think it was effective in HGSS but not so much in GSC

Even Gen2 lovers will agree that Kanto wasn't super well done in Gen 2. It was an amazing discovery as a kid - being able to go back to the location of the first game. But everyone could see how undercooked it was - and even ignoring Kanto Gen2 has terrible level scaling. Them letting you pick the three last trainers before badge 8 in any order resulted into one okay fight and two boring fights.

But at the end it was good they included a rundown version of Kanto. Not because Kanto deserved to get -nuked- but because the concept of region traveling gave something to the community. And that Red fight was actually really good.

HGSS doesn't want you to plow through the game in 3 hours with just your starter. No Pokemon game does really, but HGSS especially wants you to play as much of the game's content and really just live in its world, and play by its rules. Anyone CAN beat HGSS in a matter of just a couple hours, it's not a difficult game by any stretch of the imagination. SoulSilver update, I finally got my extremespeed dratini up to level 51 and evolved it to Dragonair after a few runs of the E4. Instead of finding a Krabby with the right nature and ev training and teaching it false swipe I just spammed ultra balls against Lugia and caught it a few times until I got a modest one. AND it had great IVs in everything except attack which was literally 3.

Sadly Lugia was necessary to get over the hump in the E4 so I EV trained it with speed and special attack, but now that Dragonair is good and almost ready to level up I'm going to put Lugia away and go back to Espeon. A few more runs to get consistent and then I'm going to double check Johto for other catches. Maybe train up a scyther with false swipe and catch Entei and Raikou.

Current moveset on Dragonair is Extremespeed Outrage Aqua Tail and Dragon Dance. Do I need more? It's Adamant with Attack and Speed EVs.

Emerald BF has good options you can soft reset for like Latios, Beldum, your starter. No breeding niggery necessary.

I always thought that Kanto never felt like a real region people could live in. It felt like a theme park (every city is a different color) that never lets you forget that it's a game.
One town has got a wall dividing it in half and forcing you to go through someone's house to get around. Nevermind the hole in a wall.
Another town - a tree is blocking entrance to the gym. Another - more walls that should not exist. Another - even more trees everywhere, making it impossible to get around. The latter was fixed in LGPE, though losing the safari in the process.
There is a biking lane that goes in an arc, blocking off the damn harbor town. Later cope was that it was actually a bridge and the massive ships like Anne can just go underneath, for sure.
There is a tunnel connecting a bunch of nothing north of Saffron to a bunch of nothing south of it. It doesn't connect to the city itself (so you know it would never exist in real life) or to another east-west tunnel - also connecting nothing to nothing.
Power plant is offline and reachable only by a river. How does the region get power then, if the plant supplies it in gen2?
Why is the lavender tower dismantled after gen1? It's utterly retarded to just move hundreds if not thousands of ash graves to ... a little tiny building right next to it, that couldn't contain them all without drilling a big fucking hole beneath it. All of that to turn a graveyard tower into a radio one.
It's obvious that Kanto is made with only and only gameplay in mind. Still they had about 4 opportunities to revamp it and never did, because touching Kanto would piss off the whiny little nostalgia driven bitches I guess.
