I think 10% more shield is stronger than 10% more damage in this game so for meta I would say Castor, he's also one of the only Wardens whose defensive value scales well with levels (Murphy/Salvador's effects are derived from other variables like team maxhp, Lily's heal comes from damage taken).

I havent leveled anyone to 80 yet tho, and 10% is a small enough gain that you should let your feelings guide you too.

Assuming you're somewhat new.
Mouchette > Castor > Gmurphy
Mouchette scales extremely well with level. Because how self-contained she is, 10 levels should be almost 10% direct increase to final damage (unlike, for example, Doresain that get most of his damage from str).
Castor and Gmurphy scales well too because shielders generally are, but I'm assuming new players may hit shield cap so you can do Mouchette first.
That being said, either is fine and you should choose the one you play the most.

As for the rotating banner, it is only good when you want both the character AND the wheel which is the case for Thais but also most arc 2 characters (everything after Tawil). From arc 2 you can go for pretty much anyone but it's highly recommended to get a copy of Castor and his wheel so that would be my second priority.
