It's not necessarily a quest set but you do need to finish a 'quest' or task to craft them. You cannot craft a t90 set out of the box, you need a t80 to craft it. And you can't craft a t80 without the t70 and so on. So you will upgrade the same items until t90.You also cannot wear them until you finish the task AND make them yourself, so you can't just buy it from the GE. The only time you would want to buy a set on the GE is if you lose them or want different perks on them.

How important are armor perks? I still have my t90 tank armor with no perks. Conjure army from hitting 99 is super nice, even if it does double your ectoplasm used. You'll still want ghost and potentially skeleton on your revo bar somewhere after conjure army though, as haunting with ghost is super important. You cannot use conjure army to use the secondary abilities from conjures, unfortunately.
