Newbies because they start with only 4 and can only farm more from endgame shit, and buildcrafters because the cap is 50 so they'll burn through their whole supply just testing one pact/weapon. But so far everyone is pretty confident they'll be removed soon because they've been very responsive to feedback. I think just removing the consumable aspect will lock it in as a perfect permutation of the system, since without the consumables, what you got is a system that both automatically allocates point and you control the exact ratios for, so it's best of both world stat allocation and prisms.The real controversial change that's got the playerbase split down the middle is the randomized loot system coming in P15.

Persistence with like 3k HP is probably safer than shield gating, but Oraxia is already pretty safe having a CC on her 2 and invisibility on her passive. I don't think Persistence would change her play patterns, so it's up to you whether you go Persistence for even more safety or another arcane for damage.

For armor we don't know yet, they didn't say it will be but P14.5 update which changed how inventory works in preparation of P15 update made armors take up inventory slots where as they didn't before so it might be indicative of them being randomized, most weapons will be RNG and drop crafted, the point of randomized loot according to Steve is that they want to remove most of the crafting and give people a reason to keep playing even after getting all the weapons by still chasing rolls. And we don't know how the implementation of it will look yet, but they said there will be a system in pace to convert unwanted drops into materials for means to control the roll on your weapon, he called it a perk transfer during the P14.5 update stream but didn't elaborate. They'll give all the info on this shit on the 29th stream after the Warframe stream.
