Yeah PoE 2's atlas is still a bummer. It needed more than some tutorials.It just feels fundamentally off.Enemies all being random ruins the fantasy of it being a world. Every good map is the same: a mess of random shit crammed together. Every bad map is also the same: a mess of random shit, but you hate yourself. PoE 1's Atlas was also this but it had no pretense of "exploration". It was about farming the same maps over and over, so the randomness helped break up monotony. Here the randomness compounds with the lack of choice of map to create monotony. If maps were more hand-crafted there'd be far more variance on top of it feeling like an actual world. They could also pair easier / higher-reward enemies with the worst layouts.And waystones suck. They add nothing except the tedium of using them and annoying modifiers. It's like a zombie husk of PoE 1's system forced onto PoE 2 just to give a purpose to the map tab. Otherwise there's no reason for ilevel to not be unlocked and then applied automatically ie masters.

I might be late to the party but if any anon is playing bear I can't recommend the new unique talisman enough. It's 1c for like 500-600 pdps and fist of war for free + big global armour % inc. You can link with Fow3 if you want to and it bypasses the cooldown, ignore what the gem says. Stampede doesn't snapshot, every second stomp is ancestrally boosted. The only issue is the slow base attack speed but it doesn't really matter for stampede apart from the startup.

With the changes to Act 3, Act 3 and 1 are the good acts. Cool and cohesive theme/identity + a good amount of variety. Spending the first part of the act 3 in the ruins of the Vaal empire and then going back to see it in its glory is just fundamentally a great concept for an ARPG act.Act 2 isn't awful but was created like 10 years ago so naturally it feels like PoE 1.5.Act 4 has too many reused or lame enemies (the coconut crabs are literally just reappropriated MTX) and feels rushed and unfinished.

In poe1 it's really only a small handful of builds that needed you to wait until maps to swap. Every poe2 build I've read basically says that you have to play completely unrelated skills with a ton of bloat and jank until you get to max level to swap.
