The way they are balancing portal makes no sense with how the game is structured. the entire game is balanced around having a bunch of low power cards and then a few super powerful cards that decide the entire game. Being able to go from 3 copies of those cards to 6 is already huge. But portal is not only getting extra copies they are getting them at a reduced cost. Dog is effectively a -1pp card by reducing the cost of another card by 3 when he only costs 2. Being able to duplicate an artifact for its effect is huge but now catapult instead of paying 2+3pp to summon a 5pp card it only costs 4pp.
