Asgore hangs over the whole game as a threat, but then he jobs to one fireball from Toriel and starts crying like a baby in the True Pacifist ending. King is supposed to be an Asgore analogue, so it makes sense that he'd share this trait. Undyne is also a similar case. The early parts of Waterfall where she chases you are clearly intended to be dramatic and tense, but she's more comedic later on. Plus King's design is so goofy, the scene where he appears as a shady figure covered by his mantle before he throws it back and reveals he's just a really big Lancer reads like a joke.
