This scared them into thinking that Yuki would be "too easy" to "turn on", so they designed her kit thinking that she's "always turned on."So in a sense they expected this performance, the problem is that the end result is just a mediocre unit that requires jumping through hoops to work, even though the hoops you're jumping through are hoops you'll jump through for everyone anyway. So she feels specially bad in comparison.
