The reserve system will make it much easier to buy one so we should hope it does have one, but it changes what you need to do a little. For example with reserve you don't need to worry about the payment processor, no preloading is necessary. However you DEFINITELY still need to be there the absolute second it drops (don't rely on steam client, use web browsers and multiple browser windows all at once on multiple systems all to increase your chance of getting a successful series of HTTP requests in) and mash that reserve button to get in.
