Helldivers 2 and Darktide should not be balanced around the highest level of difficulty. I have extensive experience in this, I played Starcraft 2 obsessively for 2 years. The devs would up front say this in their forum posts that SC2 was balanced for the pro level. You don't want that in any game, pve or pvp, it creates too many gaps of imbalance. The most balancing should be where most of the playerbase is.
