Five years and there's still only three members of Valkyrie, and Kanna for some reason spends all her time hanging out with people from an entirely different department.Suou as well I don't think they want to use her until they know what they're doing. She was never the twins guardian, volume 1 ch3 was the first time she met them. She's from the corrections office but she was called in specially for that meeting, also kaiser and nephyrs pulled strings to arrange her to be there using "watching the twins" as a cheap excuse. In reality she was there as a double agent from the start.
