Whenever I watch old media, including magical girl anime, girls are portrayed like that, but in a negative way, and are seen by unattractive by the older guys they love, and the ultimate goal of such characters is to grow up to become calm feminine women, which is portrayed as attractive. I think Amy's relationship with Sonic was created with this idea in mind, but of course this doesn't fit Sonic's character, nor modern sensibilities, which were already starting to become popular in the 90s, portraying those characteristics as positive for a girl to have, and not even the fact that this series is designed around the characters being static. I think Sonic's perception of Amy was poorly thought out, Amy is designed as if Sonic should want her to conform to what society expects of women, but the series is also very aware that this would be OOC for Sonic. I think Sonic should actually like Amy behaving like that, but then you have to come up with excuses for his actual behavior in the games, since he doesn't behave like that in other contexts (he doesn't run away from Elise because she doesn't behave the same way as Amy and she understands that Sonic won't stay in Soleanna forever). Sonic and even other characters make it clear that they find Amy annoying when she behaves in certain ways. That doesn't seem like a subversion to me, they're letting it play out like it does in other series even though the Sonic series should theoretically be one of those revolutionary series that presents the behavior in a positive light. If it really already was Sonic Team's intention in the 90s then I think they either didn't do this particular aspect very well, or they didn't push it hard enough
