You are missing my point, I'm not saying Neil is literally a character from Genesis, I'm saying they usually like to do teases in expanded content (for example even though Gael'gar was a meme villain he was clearly serving as thematic prelude for the conflict in Future Redeemed), and here we had this new character in XDE talking about previous selves and their legacy (which is the codename for genesis)
When you take the leak into account this questline might have been a tease to what the plot of Genesis would entail

Do you think they're going to reintroduce the 12 anima relics in Genesis but with a different spin to them like with 6 Ares cores or do you think the concept of anima will be unrelated to any of that? I find it hard for it not to be related at least in some way that is more than just in name alone considering what they seem to be joining every xeno verse into one.

Doesn't this kind of apply to Egil though? His actions were motivated by years of suffering from the betrayal of the Bionis against the people of the Mechonis. Mind you, I thought Egil was a great villain, but he's a pretty standard shonen bad guy with a tragic backstory.
If anything, the other 2 major antagonists in Xenoblade 1, Mumkhar and Zanza, fit your ideal villain description more in that they were just irredeemable violent psychopaths.
