That is still extremely consistent for a game like this, it means Oguri will activate the miracle 4 out of 5 races.In Aries with u=ma2, it was around 85% (its actually less then this because u=ma2 has position requirements). That 6% difference is by no means insignificant, since an Xoguri that fails to activate miricle is pretty much guaranteed to lose, however you need to do more than just not lose to win a race.In a lobby against 2 other XOguris the odds of both of them failing to activate miracle are pretty much identical. You have a 4% chance in this CM and 2% chance in Aries. The bottom line is that in either case you pretty much WILL have to beat an XOguri that activated miracle in order to win.The fact that successfully activating Festive miracle in Cancer provides more lengths than it did in Aries, is much more significant than that 2% difference. Your fronts, Dobers, and Ryans have to high roll even higher on their race performance to beat Oguri this time. The one saving grace for them in Cancer is that this time they can use inherited Miracle. However it requires a LOT of work to get the Miracle setup on any uma that isnt S Maru or Fuku.
