I think the way to 'save' charge is kinda simple. Just give us an ID that has a res passive that gives everyone charge, and skills that consume charge from everyone else, and doing so will count as them consuming charge. That way they'll ramp up faster. This would save most modern charge IDs already, you don't really need anything else and it'll be a good incentive to finally play charge shit together, because apart from MD gifts and the new Gregor ID there's close to no synergy between charge IDs
