For the edification of those who are still confused on how HOD works, please look at this image. The blue line is the galactic impact modifier which scales our efforts up or down depending on the player population. This scaling is to allocate the limited planet damage we can deal per hour regardless of the number of total active players. Normally the galactic impact modifier trend line is a mirror flip of the player population trend line. When HOD became active you can see the sudden dip in the galactic impact modifier. This is from HOD consuming a portion of the limited planet damage and there being less overall damage to allocate to other planets.
