Notice most of her health bar is blue (shields)? Those start regenerating really fast. Meaning you can get chipped, take cover, regen, come back, etc. and come out on top in the long term because your opponent is running out of HP or eating up their support teammate's resources if you exploit Juno's ability to stay alive, which she's very good at. Pick a different support if you want to fight people to the death in their face.
