High quality Japanese voice acting is much cheaper to acquire than high quality English voice acting. Japan has several seiyuu schools. Not every can be the next Ryou Horikawa or Noriko Hidaka. Even if they're good, there are just too many people with a similar skill set, so your odds of getting in are much lower.Compare this to American voice acting where the pool is so limited, you can just be in the right place at the right time and get in.
