Isaac's initial Twitter response of "their brains still develop, but they aren't growing up normally" is more supported in the actual game. Huggy gets taller with each memory, all the Safe Haven toys + DogDay have adult voices, and Oliver is way too smart to just be a kid genius. I think Mob's position is most toys have grown adult brains by now (besides maybe the Playhouse Critters, they might be stunted babies), but since nobody's had a normal upbringing, only some toys have truly "matured" (namely Oliver, Giblet, Matthew, and possibly DogDay) while others are stunted.

Leith even refers to CatNap as having a "voice thingy" that's "broken". And it makes sense because some of these experiments are supposed to interact with the kids, so they wouldn't want those kids recognizing the voices of their friends coming from these characters. So that's probably why none of the experiments have their original/natural voices anymore, except for the already-adult characters (Harley Sawyer, Lily/Gracie) and Elliot's kids because there was no need to disguise their voices (Prototype can mimic adult voices but can still revert to his original Ollie voice which sounds more natural than his mimic voices, and Leith's note remarks how Poppy has the same voice as she did back when she was alive as a human). And her voice in that tape is the same as her in-game voice. Therefore, it hasn't changed at all, she still sounds the same.
