Comparing the transfigured Reap to normal Reap at level 1 it has 40% less damage, costs 25% more life, casts 25% slower, but deals (assuming quality is unchanged) 30% more dmg per blood charge instead of 20% more.So with 5 blood charges the base self-cast DPS is 40% less than the normal Reap, with 9 blood charges it's 37% less.For mines which don't care about the 25% cast speed penalty it's not as bad but still worse.The DoT is 18% better baseline and also scales harder with blood charges though so I guess it's meant as a DoT skill.
