He beat Ares in a fight. Then he beat Hera and Hades at the same time. His sword Marmyadose is apparently on par with Excalibur. And when the Greek Gods went to war with the Giants, they needed Hercules help to win. With all of that in mind, I honestly think Hercules should actually be stronger than Gilgamesh, especially when you factor in all of the NPs a sane Herc should have like the Lion's Pelt, Godhand, Hydra Poisoned Arrows, and Nine Lives.
