Technically speaking P5 persona users can't even use their persona outside the metaverse and since Nikke doesn't take place in that they'd just be normal people. I feel like they over did "cool" scenes for Rapi and Anis to make them seem ridiculously strong when they didn't plan for it. Cinderella or SWHA is probably the highest Nikke Tier. Despite SWHA being a jobber, SWHA is probably the first or second strongest nikke. Old Tales is probably stronger than Base Goddess squad in general. They probably want the Goddess after that level. I think the Goddess Squad was always suppose to be in the upper echelons of strength. Next they want the next strongest to be Laplace/Matis. Then they want all the other pilgrims/overspec to be in a tier slightly below matis, like Counters. Story wise, Cloaked Crown is probably near Goddess level strength. That's right Rapi Red Hood is probably supposed to be weaker than BASE Snow White or Red Hood. The SW who barely beat Chatterbox who got single kicked by Red Rapi. It makes no sense based off of feats and powerscaling but I think Egg hood wanted to always keep the Goddess Squad as one of the strongest nikke in Lore, they are supposed to be legendary. It's kind of like Beerus in DBZ. Beerus uses 70% of his power (now retconned) to beat God goku. Goku becomes almost infinitely more powerful but is still weaker than Beerus. Logically Rapi ,and therefore anis, should have surpassed the Goddess Squad based off of the new heights of strength they have reached fighting new stronger enemies and obtaining new forms but no. Honestly I'd imagine NuAbsolute is probably around the same tier as counters hilariously.
