It's my understanding that 37.89% number is for micro-flicks, basically you already have your crosshair almost directly over where they will be, and are flicking less than an inch from that original position to hit them. Whereas a case where you have to flick like 2-3 inches worth of pixels to hit a blinking Tracer while scoped as Widow, that large a distance of a flick will not be 1:1 to an unscoped flick using 37.89. Like when dealing with FOV and this stuff as a concept, you need to conceptualize the flat screen you're using as a curved one and consider how that affects relative distance.That's how I understand it anyway.
