Usually people install autorcm (this corrupts the boot sequence in a way that forces switch into rcm on every boot. The downcide/complication of that is must send payload to boot it into anything, otherwise it will stay on black screen which is quite confusing.
Otherwise you need a jig. Read through switch.hacks.guide to understand what does what.

rcm is only active on boot, like you do the hacky business and the system either goes into rcm (which then usually means loading a custom bootloader, which is Hekate) or the system goes into the normal boot sequence so everything just boots as if there were no hacks

I hacked my new 3ds (jp) and when i turn it on, the d-pad is kinda unresponsive and starts working correctly after like 5-10s or so.

5-10 seconds after the home menu loads? the 3ds is normally a bit slow at booting but that's a bit slower than I'd expect especially for a new model.
How big is your SD? The 3DS doesn't like huge ones so if its over 128GB its probably that. Reformatting your SD using the tools 3ds.hacks.guide tells you to may improve the situation but if your SD card is too big its just going to be slow and glitchy.

As for being disheartened looking at state of a scene, I can sympathize. Any large multi-year project inevitably has some ego tied to it. An outside observer usually won't really appreciate the complexity of any given project (nor can they be expected to); so if a more artisanal creator output is suddenly mixed in with vastly larger volume of slop, wider userbase will not be seeing distinction between the two.
