Even ch2 weird route only has alternate versions of existing fights. The things that really drag out dev time are things like art assets, gameplay design and playtesting, and so on, not cutscenes. Toby mentioned that cutscenes weren't even fully finished when they started translating chapter 5 to Japanese, it's the last thing they do because it's the least arduous. Chapter 6 being easier to develop either means it somehow has less gameplay despite Toby saying it has its own gimmick that's already programmed and ready to go, or it recycles a lot of assets from previous chapters. The weird route isn't that big of a deal.
