Usually the leader has an outfit skill and is 5 stars so you want them in the unit anyway.And yeah, if their skills are good, you can fill out the red and blue sections. Nothing is stopping you except for resources. And if you ever want to switch leaders, you can just reset the board progress using hologold to get all the resources back to give to the new leader. Just mix and match and see what you like, you can always redo it
