Summoner's Rift game modes in the West are dying, particularly in NA and EU. People mostly play ARAM or the rotating game mode which is not good for ranked engagement. I don't really think people buy skins for champs in ARAM because of the low chance to get that particular champion, so Riot's skin sales numbers go down. Realistically Riot has to find a way to get people to play SR game modes again. There's so few people playing ranked these days that its not uncommon to get legitimate silver players in plat lobbies because there is simply not enough players queueing up for ranked.
