They were dragged kicking and screaming into making a half-ass LfG tool when it became clear that was an extremely small audience for a disproportionate amount of dev work and if they wanted people to keep playing after grinding out the entire seasonal reward track in a couple of days they needed a way to give them something repeatable to do.
RoN has one major flaw, it's the horse dong weapons. But hey, I guess that's incentive to grind for the other, better looking raid loot once you got your feet wet in the pool.
