It has been over-buffed). Held back by lack of players and a couple losing matchups. The only real counterplay is timing them out.
Fists + Twinblades
Fists carry the build. Twinblades don't hurt.
Heng + Soldiers
People have learned the counterplay although there is still very little. Less tenacity and catches are harder than with stormbreaker but instead becomes highest dps weapon in the game (yes, higher than rats).
Heng + Nameless spear
Hang carries the build, nameless spear helps with bad matchups. Nameless spear nerfs put it where it belongs.
Nameless sword + Twinblades
One of the top tier builds last season, only falling short of heng + x. Still good but didn't receive much attention in the patch notes. Twinblade nerfs push it down as well. Good but not as good as any of the builds above.
Nameless full
Brainless cheese king. Runner extraordinaire. High dps + very safe + qi shield + reliable combo buff + nspear anti-parry/tenacity. Very solid.
Double spear N + HQ
Turtle playstyle with very few weaknesses. Only knocked down a peg due to HQ and nspear nerfs. Few play it but those who do often rank in the top 100s.
Healer
Mystic spam that forces you to not play the game. Only counterplay is timing them out. Enhanced mystics becoming available = big healer buffs. New toad rapes. Constant, permanent tenacity.

Self Qi dmg buffs help it a ton, however m1 and Q nerfs set it back an equal measure. Strat + Nameless (both variations)
The old tried and true. Now a retired husk of its former self. Easier to counterplay and fell victim to the powercreep of Heng and Fists.

Same as Strat + Nameless but weaker for obvious reasons. High damage but struggles to catch and with stamina.
Dust
Ultra cheese builds. Still very strong but numerous rope nerfs made it much weaker. Umbrella shreds HP but also their Qi. High risk high reward path.

Same as Dust but worse as both of the full builds of the other bamboocut paths.

Honestly I haven't fought that many fists + hengs but in pure theory the build is strong simply because both of its weapons are strong on their own and compliment each other somewhat. Both weapons have good defese, offense, combo and ultimately those who play it will probably be "retiring" heng players that don't want to let go or learn any other weapons apart from fists which most people are switching to.
Admittedly, it could go down to A tier but I don't think its weaker than Heng + Stormbreaker which I kind of set as a bar simply because fists are just that strong.

Yes, I already mentioned the builds that hard counter rats and two of them are the builds that appears in literally 90% of all PvP fights across all ranks, further contributing to their place in my ranking. It's like ranking rock-paper-scissors when you're only allowed to throw out scissors while 9 out of 10 opponents are always using rock.
You also completely ignore my point that were the meta not in the state it is right now, rats could be A tier (and while I said low S tier I don't actually think so unless you're like ellle or something).

Not one build I put in S or A tier is weaker than rats (and I'm assuming you agree since you ignored my request for an example) and most of them outright counter it even if not as hard as the big three.
The only build I might consider belonging lower depending on the skill/playstyle of the player is full nameless which might have more trouble against rats compared to all of the other A/S tiers but this tierlist isn't just "what's good/bad against my build" but a general, overall strength of the weapon in the average match against all of the other weapons too.

I don't think using special on rope is that big of a weakness because it can be parry cancelled, however the fact rats are a conditional source of damage remains. With enough pressure you can force a rat player into a situation where they are unable to activate their only source of damage and they'll either have to rely on ping combos to apply rats mid combo which loses out on damage anyway, or play without them which sacrifices basically 70% of their damage.

Not in the way rats are because strength dao special grants tenacity during cast and applies the soldier buff on cast as compared to rats animation finish so it cannot be cancelled or pressured in the same way.

They need to promote the PvP more.
It's the only thing that will make players come and stay.
Yes, the PvE content is impressive and big and there's "technically" a lot to do but 80% of the playerbase won't even interact with even 50% of it.
They might do the story, the bosses, do the bare minimum exploration of the cool new area then do a bunch of HR and ST with their guildies before going away to play other stuff, only logging in for GvG (if that) and new updates.
But since WWM is a big game many people won't be able to justify having it on their drive while waiting two months for the new content drop.
PvP is something the game has managed to pull off surprisingly well and it's a damn shame they neglected it so much to a point where a lot of people quit it already.
Ping and balance issues drove most of the casual PvP players away and now you only have people trying it out for the first time or diehard veterans remaining.
They need to fix the ping issues so GFN is not mandatory at a certain level and then heavily promote PvP by getting famous PvP players of other games to interact with it (I don't even care if they script it so the guy who never touched anything but League of Legends doesn't lose his mind to being stuck in a 20 second combo because he doesn't even have serene breeze equipped).
They also need to rework the rankings so that mythic is something actually impressive like challenger in league, or subdivide mythic even further so that 1k mythic is the equivalent of like diamond or something.
Give players tangible, non-expiring and worthwhile rewards and they'll want to stick around.
And once you have a dedicated PvP base not only will your player numbers inflate but you'll also have players logging in daily to which you can keep advertising gacha outfits and weapons. People spend thousands on counter strike skins.

I'd take the left. If I had a choice I'd probably wouldn't have put many resources into those items. One of the best general stats is Max Phys (unless you go for a pure Min Phys build). Since that stat can roll as initial stat, you can have it twice on your weapon which is extra juicy.

Don't engage with the PvP in this game until you:
1. Have serene breeze unlocked and maxed.
2. Have all of the basic PvP mystic skills unlocked and maxed (even if you don't break them through to the new versions)
3. Have your inner ways at least at t5 for most.
4. Are max level or at least max breakthrough (95-100)
5. Have good level appropriate gear with some arena attunements
6. Have practiced at least a couple rounds in guild arena or custom matches
Or rather, you can play it without doing any of this but you will suffer.
You can practice in the 3v3 and group strategy modes as there your gear is equalized with your opponents and 3v3 even lets you select the best possible everything for your build at your leisure. However I am unsure if it scales up levels which are the main things that scale your hp up, so you might get oneshot there until you're high enough level.

"Stunlocks" or combos are the way the PvP in this game works. What matters most is the neutral and actually catching your opponent. Once you do that you dump your damage into them in the form of a combo which usually isn't hard but might require some practice to optimize. Mystic skills like serene breeze is what give you a second chance if you're caught. The PvP revolves around catching, baiting out serene breeze, using yours at the right time and playing around your and your opponents serene breeze timer.

That is Serene Breeze. Everyone has access to it and you will not find a singular player in PvP without it unless they're new like you. It is absolutely mandatory that you have this mystic equipped. Once you level it high enough, it will not let anyone combo you for longer than 10 seconds as after that point it will activate automatically even if it's on cooldown.
If you're in EU I could teach you a bit more about PvP but I wouldn't recommend dealing with it until you completed my check list.

Don't worry, it was the best weapon in the game (for both PvP and PvE) until just recently when fists came out, now it is simply the second best.
As far as inner ways go, that depends entirely on your build. For heng you will need your path specific legendary at t6 for sure. Some other worthwhile inners for most weapons are evasive charge, fury harvest, light and shadow alike and the mandatory one is morale chant (it is not as mandatory as I claim it to be but for starters it's your best bet).
A basic Heng loadout I imagine would include frost clad night t6, evasive charge (t6 is best but doesn't matter), fury harvest (braindead mystic spam is still strong), and either divine roulette (big buff to parrying, t1 minimum (not t0)) or light and shadow alike (not as good without t6). Although I don't main heng so you might get a better build from someone else.
As far as mystic skills go, the best PvP ones are:
1. Serene breeze (naturally)
2. Drunken poet (mandatory)
3. Fire breath (mandatory)
4. Talon strike or Yaksha rush (one mandatory) (down to preference with talon being faster and easier to hit but not flowing into combos, while yaksha is slower but flows into combos and cannot be punished with serene breeze if hit)
5. Soaring spin (basically mandatory for the strong dodge on lvl 4)
6. Free morph (works very well with heng and lets you do easier combos, basically mandatory for heng)
7. Ghostly steps (a very good buff to dodging, not mandatory but you have 8 slots so I'd use it)
8. Golden body might help you prevent being executed sometimes. Its qi recovery is its strong suit.
9. Guardian palm (only if broken through with recent mountain update to break tenacity) can be used to cancel a missed talon strike although I wouldnt recommend using it for that purpose.

Also, make sure to collect as many oddities to increase your base stats. Oddities are pretty mandatory as well.
