Currently this game have 5% 5* pull which is pretty generous. And targeted banner does not need paid gems (yet) so Holodori wins at this front.Both Proseka and Bandori had a pretty generous gem income through clearing FC clears for each Hard and Expert diff, and S scoring grade. Each objectives gives you 250 gems, compared to measly 40 gems for FC in Holodori. So you could technically bank gems for 20-30 pulls if you decide to clear 10 songs in either game, lets say when they drop a banner that you really liked. And F2P+ option was there, just like any other modern gacha game (login everyday for gems) at a competetive price.
