Yostar implies they weren't in control of it, and even BA devs kinda imply it was an order from above somehow, milk the players more, figure out some way to do it. Then we found out that the new CEO of Nexon is the guy that ruined EA games, before leaving.Fans can see through it so they don't fall for the "We just wanted people to roll for units easier" bullshit. If this was a good change they would have involved the community in the decision more, proudly announced it, and had the devs explain why it was a good change. instead they tried to sneak it through hoping people wouldn't notice, which set fans off even more.
