Having differences like that (which is what I called texture) in a game is important. It's a balancing act - purely symmetrical design isn't good and neither is pure asymmetry. You have to consider that if you make them all farmable, you're devaluing the gacha and the excitement of spooks. There are no off-banner limited spooks outside of fes, so under your suggestion there would be literally no unfarmable spooks at all, which would suck. It doesn't have to be one or the other. The way it works right now is perfect.
