I'm doing a revised game design document on GigaMaidens. Most of it is fairly bog standard 3D fighter fare, but I have a few things that make GM unique.-Special meters exist in the game and are universal. They are tiered into level 1/2/3 and Super (level 4). There are Giga Attacks, ultimate attacks that can only be attempted once per match, if you use 8 stocks. You can only have a maximum of 8 stocks. Characters typically have more than one super, at least 2.-The first stock of meter replenishes itself.-The game has 8 way run. Crouching is performed by double tapping down. You don't need to be crouching to block low however, all you need to do is hold downback and you will block low even if you're not crouching. Crouching is mainly for evading highs, grabs, and accessing your low attacks and universal launcher.-Special attacks can be done with a single button press, or motion inputs. The level of the special you get depends on the speed with which you perform the motion input. And they all have their own uses, they are not simply upgraded versions of the weaker move. The control scheme is Punch, Kick, Arms (character's weapon attack) and Thauma (special, think of fireballs or tornado spins or other kinds of special moves)

Shifting complexity away from a dedicated resource onto a universal system is potentially just as confusing. And at a certain point, if you flatten a character's unique traits, they just become basically a clone of another character. I could copy paste a character like Bravo from Chaos Code and just use that as the basis for Olga, but at that point, why not just play Chaos Code? Relying entirely on just the character design and hoping people like how they look/sound is risky, as that may not be enough to get people interested. There's this thing that Clayton always says. "What's something you can get in this game that you can't get anywhere else?" So I try to keep that in mind when designing characters. This is also why I decided specifically to have stage variation, as that's basically extinct in 2D fighting games now and is exclusively in the realm of 3D games.
As mentioned before, not all characters have an additional resource and I’ve already consolidated quite a few, so it should not be a huge issue. More importantly, we’re still actively changing things and simplifying them piece by piece.But putting that aside, I have an issue with the mentality of “the difficulty of learning a new character” as I feel like that has been a thing since the dawn of time. Like you said, there are plenty of very unique characters that don’t have an additional resource. Meanwhile, they feel completely different to play and require an entirely different skillset. A Chun-Li player is probably going to struggle picking up Dhalsim at first. That kind of onboarding process is natural. This has less to do with meters and more to do with asymmetrical games in general. This is why it’s so hard to switch characters in Virtua Fighter for many people, too. You have to learn a bunch of character specific combos for various weight classes, learn what moves are used for what situation, and so on. And that game doesn’t have any real resources at all except for Shun Di. Though perhaps that is in fact your point. Anyway, the only really big exception to this is if a game is relatively homogeneous like the King of Fighters where you will see people pick up a character relatively quickly compared to other games because the combo structure, movement, and general style of characters is not extremely different compared to something like Guilty Gear. (this is not a knock against KOF, as I actually do like it. I just mean that a signifcant of characters have similar movement and tools. But this is the nature of having so many characters, you’re bound to eventually get some overlap).

Street Fighter V has this, too, now that I think about it. The V-System as the concept of the “additional resource” though completely universal in this case. Even two characters that may seem similar on the surface, like Ryu and Ken will end up very different because of their V-Trigger and V-Skill being very different from the other similar character.So while it may make a character harder to learn in some ways, I think it also helps you understand to a degree what the intent of the character is and what kind of things you should be doing. Perhaps working towards improving at that specific thing in the process.Though I think the most important aspect here is that there are also many simpler characters with more straightforward and basic resource management like Winifred so that the system doesn’t become overwhelming. In fact, this was intentional, as out of the 4 demo characters, only one of them has an additional resource. Gretel, Amina, and Winifred just play the game with the most simple and basic universal systems.Another thing I forgot to mention is that while rigid design can be bad, I feel like some characters are rigid, linear, gimmicky, but I still enjoy them for whatever reason. Not a perfect example, but Lei Lei is fairly gimmicky character (that is also not super good) in Vsav, but people just tend to lean very hard into her gimmicks and go as far as they can with her. I do like your throw range idea, however, so I'm thinking about a way to use it in a pre existing character.I could say a lot more on this topic since you're the first one to ask a question like this seriously, but I have to sleep soon.But for now, I'll say that I really didn't want to just copy another character or game since I don't think I'm going to be the one to convince Ryu players to quit playing Ryu.

Give her attacks with names like "center cut" and "ribeye" and "tenderloin" and make her make barbecue references.
