So... I don't know where to really begin with this really. It's more like a thought I was having when watching the new chapters 23-24. Is it a problem I enjoy playing this game and kinda just pretending I was the Commander and trying to help every Nikke in the game? I love Rapi, Anis and Neon. Probably everyone's favorite too. The issue is that they've skirted around those plot points to such a degree that now we're kind of left in this awkward situation where the CG clearly has issues but nobody left in a meaningful position of power is to blame. It's a systematic issue with no clear path of progression towards resolving it, and while that may be realistic it doesn't exactly make for a good traditional story like Nikke's.
