Dagda knows Fortuna is related to Sothis in some way, and they believe in basically the same gods as Fodlan does, so thanks to the help of Sothis/Fortuna against Balor, they send the Fortuna statue to Fodlan as a sort of thanks, but Rhea in all her wisdom thinks there should only be the one god(Sothis) and may not know about who Fortuna really is so she deems it a heretical thing and sends it underground. Or maybe she does know but the people of Fodlan knowing about other nabateans and other gods related to Sothis might be too risky so she sends it underground anyway.And by the time of 3H the history of Dagda has been lost so Shamir doesn't really know much about the gods other than that statue is the one of Fate, so she wouldn't know it's related to Sothis and all that.
